Someone close to me have herpes

just a few months ago one of my in-laws found out she had herpes...she is only 14...but she know where she got it from but she confronts the person that gave it to her and he keeps telling her he didn't give it to her ... but he the only person she has had sex with ..she's not the only one that caught herpes from him..another girl she know caught it from him also (he was her first also)...she keep asking him to go get tested and he says he did and the test results was negative...but he wont show her any papers that's saying he negative... and she doesn't drink or share her clothing with anyone...she's a very clean person...so whats up with that...what should she do??
